Pretoria proper as you would call it would be half white half black. I use the proper because the areas near to town are suburbs and mostly white. The whole of Tshwane would however be majority black

Pretoria East is the best option, excluding Sunnyside, East Lynne and Silverton and their direct surrounds. Basically all remaining suburbs in Pretoria East are great to live in.
